God is perfect—perfectly good but also perfectly loving. One who is perfectly good cannot stand anything that is not good. Even humans, who are imperfect, display this in their nature. If this were strictly how God operated, none of would be alive today. As imperfect creatures, we should all be destroyed. But because of His mercy, God gives us a chance to be redeemed. If we choose to accept His grace and rely on Jesus Christ, then He will clothe us with the perfection of Jesus Christ. That is how much God loves us, and wants us to be saved. But if we choose to reject His grace, then we will only receive what we deserve. We are the ones who make the choice to live without God. In doing so, we choose hell, because hell is eternal separation from God, His love, and His joy.
